Bush won't seek mass resignations
Unlike many previous presidents, President Bush will not ask all of the members of his cabinent to resign. This is typically done with the change in term in order to avoid the awkwardness of asking members to leave. Instead, president will ask them to continue to do their jobs unless otherwise told. Many think Ashcroft is likely to leave, and Snow might leave as well. Powell has said in the past that he only planned on remaining for one term, but I have heard some rumblings that he might continue for the President's second term, though most in the media still think he will go.
